What is a PMP and how does it differ from citizenship?

PMP (permanent residence) is a permanent permit to live in the UK without visa restrictions. The holder of a PMP can work in any position, open a business, study and in most cases have access to government services on an equal basis with citizens. At the same time, it is not citizenship: the holder of a PMP does not have a British passport, the right to vote in national elections or automatic protection from deportation in particularly difficult circumstances. Who can apply for a UK PMP and by what means?

The standard term for obtaining a PMP today is five years of continuous legal residence, and it is this that most applicants are guided by. But the specific route depends on the visa status of the person in the country.

The most common options are as follows:

- Work on a Skilled Worker visa – you can apply for a PMP after five years of continuous employment in a field that meets the visa conditions.

- Startup founders and owners of Global Talent and Innovator Founder can apply after three years – this is one of the few fast-track routes that has remained unchanged.

- Spouses or partners of UK citizens also fall under the five-year period, although the requirements for proving the relationship are stricter here.

- A separate Long Residence route for those who have lived in the country for a total of ten years under different visa categories – even if the status has changed several times.

Regardless of the category, the applicant must not spend more than 180 days outside the UK in any consecutive 12 months – this rule applies across all standard routes.

The main value of PMP is not so much in the formal status as in the psychological effect of stability: a person is no longer dependent on the expiry date of the visa, does not pay for its annual or biennial extension and can change employers without the agreement of the sponsor. Documents, exams and requirements for the applicant to apply for a UK PMP

The package of documents for a PMP standardly includes confirmation of continuous legal residence (work certificates, lease agreements, bank statements), proof of income in accordance with the requirements of the chosen route and a certificate of no criminal record for the last ten years of residence abroad, if the applicant has lived there for more than six months.

1. Life in the UK Test - 24 questions about the history, culture and government of the country in 45 minutes, which must be passed on the first or subsequent attempts.

2. Confirmation of English at a level of at least B1.

There is an important detail here: from March 26, 2027, the requirement for most routes is increased to level B2, although transitional provisions mean that this will only affect applications submitted after this date - that is, those who plan to apply in the near future can still follow the old standard.

Cost and deadlines for applying for a UK PMP

As of July 2026, the standard application fee for a PMP is £3,226 per person – up from £3,029 previously. The Home Office’s standard procedure usually takes a few months to decide, although there is a paid expedited service that takes a few working days. It is also worth budgeting for additional costs – document translation, retaking the Life in the UK Test if you fail (£50 for each attempt) and, if necessary, legal support.

Changes to the PMP procedure that have not yet come into force, but which are worth knowing about in advance

In November 2025, the government presented a document "A Fairer Pathway to Settlement" - a plan to move from a fixed five-year term to an "earned settlement" model with a standard ten-year base period that can be reduced for high income, work in priority sectors or volunteering. Consultations on this issue ended in February 2026, receiving over 200,000 responses, and the Minister for Migration publicly confirmed the government's intention to move in this direction. However, no changes have been made to the immigration rules to date: the current five-year route remains in force, and the implementation of the reform is not expected before autumn 2026.

A particularly sensitive issue is whether the new rules will affect those who are already in the UK and have not yet received PMP: according to previous statements by the government, this is quite likely, although there is no final decision yet.

How to get citizenship after PMP in the UK?

Naturalization is the standard route to a British passport for adult foreigners. The main condition: the applicant must have held PMP status for at least twelve months before applying, except in cases of marriage to a British citizen - then this waiting period does not apply. In addition, you must meet the requirement for "good reputation" (good character), re-confirm your English level and pass the same Life in the UK Test, even if it was already taken for PMP.

Financially, naturalization is more expensive than just waiting: from April 8, 2026, the total fee is 1,839 pounds sterling, of which 1,709 is the application itself, and 130 is an administrative fee for the oath ceremony. There is no provision for appealing a refusal, and the fee paid is not refundable even in the event of refusal - so documents should be prepared especially carefully from the very beginning.

What documents are needed to obtain British citizenship?

The package of documents should be collected in advance and as carefully as possible - the Home Office does not forgive inaccuracies. As a standard, you will need:

- an application for citizenship, your country's passport and a copy of it;

- a foreign passport and current photos;

- a certificate of no criminal record and no problems with the law;

- confirmation of legal status of residence in the UK (current IPR or equivalent status);

- a certificate of income and its legal origin;

- confirmation of no debts to the UK tax service;

- a medical certificate;

- letters of recommendation from two UK citizens who have known you for at least three years.
